In a stark address to the World Economic Forum on Tuesday, Canadian Prime Minister Mark Carney argued that the international system is “in the midst of a rupture, not a transition,” warning that the multilateral institutions relied upon by Canada and other middle powers are under serious threat. Carney said the question is no longer whether countries like Canada must adapt, but how: “We can build higher walls, or we can do something more ambitious.”
